The intention was invoke the idea of an actual drain (water swirling), moving to affect water and sea life, in this case a turtle. Most sea turtles are rare everywhere, including here on the Pacific coast, but they are an iconic form when it comes to reminding people of how their actions can effect water habitats and their inhabitants. The piece is of course meant to be in low relief, though contrast in the picture is exaggerated.
